Deakin - IITR Academy for Resilience Leadership
The Indian Institute of Technology Roorkee (IIT Roorkee), India, and Deakin University, Australia, have formally established a strategic partnership to advance disaster risk resilience and climate adaptation through the development of a Centre of Excellence (CoE) for Disaster Risk Reduction (DRR) Leadership in India. Following the signing of a Letter of Intent, both institutions have commenced collaborative efforts to shape the Centre's vision, governance framework, and operational roadmap. The CoE, proposed to be hosted at IIT Roorkee's Greater Noida Campus, will serve as a hub for leadership development, and capacity building in disaster risk management and climate resilience. By combining IIT Roorkee's academic excellence with Deakin University's global expertise and knowledge leadership, the partnership aims to facilitate meaningful engagement with government, industry, and civil society stakeholders. Ongoing activities include identifying priority research areas, developing collaborative programs, and exploring sustainable resource mobilization strategies to ensure the Centre's long-term success and regional impact.
AdaptDMIR
AdaptDMIR is the Disaster Management and Infrastructure Resilience sectoral chapter of India’s National Adaptation Plan. The National Anchoring Institution- ICARS, IIT Roorkee Greater Noida Campus, under MoEFCC with UNDP support, having the aims to integrate climate adaptation into disaster management and infrastructure planning through evidence-based strategies, capacity building, policy support, stakeholder coordination, and resilient implementation roadmaps.
State Agriculture Disaster Management Plan
ICARS is partnering with the Uttar Pradesh State Disaster Management Authority (UP SDMA) to develop the Uttar Pradesh State Agriculture Disaster Management Plan (UPSADMP). The UPSADMP will integrate climate risk analytics, agro-ecological profiling, and sectoral best practices to strengthen preparedness, mitigation, response, and recovery for agriculture and allied sectors. Through this collaboration, ICARS aims to deliver a holistic, actionable roadmap that enhances farmer resilience, safeguards livelihoods, and supports sustainable, risk-informed development across Uttar Pradesh
National Disaster Management Plan of Central Ministry (DST, Govt. of India)
The Integrated Centre for Adaptation, Disaster Risk Resilience and Sustainability (ICARS), IIT Roorkee, has been entrusted by the Department of Science and Technology (DST), Government of India, to support the development of DST's Disaster Management Plan (DMP). Formalized through a Memorandum of Understanding (MoU) between DST and IIT Roorkee, this initiative marks an important step towards strengthening institutional preparedness, risk-informed planning, and resilience-building within the science and technology sector. Led by ICARS, the project will leverage multidisciplinary expertise in disaster risk reduction, climate adaptation, and sustainability to develop a comprehensive framework for disaster management, ensuring enhanced preparedness, response, and continuity of operations across DST and its affiliated institutions.
Risk and Vulnerability Study of the State (at Block Level)
The project aims to strengthen climate resilience in Uttarakhand by developing a comprehensive Climate Vulnerability Assessment and Digital Vulnerability Atlas. Building on IIT Roorkee's high-resolution climate hazard datasets, the study evaluates the impacts of climate-induced hazards including floods, landslides, droughts, glacial lake outburst floods (GLOFs), forest fires, and extreme temperatures across all districts and blocks of the state. By integrating climate, environmental, social, and economic data, the project identifies vulnerable communities, critical infrastructure, and high-risk sectors such as agriculture, water resources, health, tourism, forests, and energy. The findings will support evidence-based planning, climate adaptation, disaster risk reduction, and sustainable development through targeted, location-specific resilience strategies .
UNU-Hub
The MoU establishes a framework for collaborative research between the United Nations University–Institute on Comparative Regional Integration Studies (UNU-CRIS) and the Indian Institute of Technology Roorkee (IIT Roorkee) on the regional governance of climate change adaptation and resilience. The collaboration focuses on advancing interdisciplinary research on regional cooperation, climate adaptation, resilience, sustainability, and related policy issues. It promotes joint research projects, co-authored publications, organization of research workshops and conferences, doctoral training, capacity-building initiatives, and academic exchanges. The agreement also encourages collaboration in securing research funding and exploring the establishment of a UNU Hub or Operating Unit in partnership with IIT Roorkee–ICARS to strengthen long-term research and knowledge generation. All specific research activities will be implemented through separate agreements in accordance with the policies and regulations of both institutions .
HKH DRR Knowledge Hub
ICIMOD Kathmandu has joined hands with the Indian Institute of Technology, Roorkee, to address the growing threat of multi-hazards in the Indian Himalayas. This includes a wider range of collaborative activities including strategic interventions through ICIMOD-ICARS joint action programmes including as India Focal Point for HKH DRR Knowledge Hub. This partnership will also encourage learning and exchange programs, capacity enhancement, and joint research on issues related to disasters in the mountain context.
